4.6 Announcement on EtherPad

Hi.
I went ahead and started an announcement for 4.6 on EtherPad:

I began using the 4.5 announcement as base which is why the intro texts are currently 
pretty much verbatim copies.

Since the 3x3 approach seems to be the one with consent, I took the liberty and filled in 
a few features that I think are the newsworthy ones.
If you disagree feel free to change them.
