This is a moot point. First of all, there is no LGPLv4 to be talking about.
Second, kdelibs hasn't managed to be fully-licensed LGPLv3 yet.
Third, the LGPLv2.1 does allow relicensing under the GPLv2 or any later
version, so a GPLv4 is allowed when such a thing exists.
Besides, it doesn't say LGPLv2 or 3. It's explicitly LGPLv2.1 only.
