No. Not anything like that. there is http://projects.kde.org but it has a 
different purpose: handling git repositories and their information.

Well, KDE is not an organization. So there is no way you can force KDE 
developers to use the software. And if they all dont use it, it will be 
worthless and incomplete.

Also, you cant assign tasks and ask for reports from kde developers.

the big question is if we 'can' use such thing :)

Also, as far as i can see, kde developers are happy about their current 
workflow (bugs.kde.org for managing issues and bugs, mailing list for 
discussions and irc for real time discussions) and they are already going 
through a huge change to their workflow (svn to git migration).

They wont be happy about such thing, probably.

Just my two cents, of course im not speaking for everyone.

Last note: there are currently many many tools for developers to use whatever 
they need. wikis, bugzilla, projects.kde.org to manage repositories, mailing 
list, irc channels, an etherpad instance for note taking, identity.kde.org for 
managing ssh keys and personal information, EBN and Krazy stuff for quality 
assurance, planet, dot, and many more that i missed.
