I think we should honour the default exception we got from our translators to 
work unhindered on our extended fixing period by giving them a convenient 
timeframe for caching up with whatever might have changed since they last 
worked in PIM translations.

We could tag a RC this time, declaring strings frozen, and release parallel to 
4.6.4, or optionally (if we get green light from i18n before that) even 
between 4.6.3 and 4.6.4
