IMHO requiring a different name is exactly where the throwing happened.

If we didn't trust they would be capable coders, we could have allowed
them to commit in the 3.5 branch, but never release 3.5.13 officially.
That was in fact my proposal back then: it would have still provided a
central location for the source (great for distros, at the very
least), and people would have been part of the KDE community, with a
kde3-devel mailing list and so on. It's not too late to welcome the
prodigal son back.
