first: i really think we should have translated announcements, to show that the 
software is available in different languages. but that's just a personal 
opinion

and second: we might just ask the teams to translate the announcement, if we 
could agree on the necessity of translations - instead of waiting for them to 
do so. 
and i don't think the time-argument is valid. i followed the announcement of 
gnome 3.4 [1] quite closely due to my job and it was impressive to see, how 
they managed to translate this stuff. on day 1 there was only english, later 
that day the first translations followed by the most active teams like german 
and portuguese. after a few days, they had the most spoken languages covered. 
so i don't think all translations have to be publish at the exact same time. 
it's good enough if they follow shortly after the initial/official announcement
