translations for 4.9 release announcements

I spoke too soon about the Dot being able to provide translation
support. There are clear indications that the Dot would work for
translations, but it looks like it will take website tweaking. It is
not certain to me what needs to be done, how long it will take or how
successful it will be.

So we need to rethink the translation plan. I will finish editing the
release announcements tomorrow (Friday, 27 July). Should there be an
announcement at http://kde.org/announcements/ where translations are
supported and do a Dot story pointing to it? Should we do a single Dot
story and forego translations? Other suggestions?
