release parties vary greatly in size and complexity from the simple of a few 
people meeting in a pub to ones with lots of people and some talks

so there is no minimum numbers, you might want to add in your event 
description to ask people a bit more stronly to indicate if they are planning 
to come and say something like if you don't get 3 names it won't happen. 
something to be aware of is that often people will turn up without putting 
names down or alo those that did might not turn up, like most events its 
always a bit of a gamble

there maybe packages for precise shortly after the release there is also 
project neon[1] but that might not be a good idea for your daily machine
