Hey :)

So there are two things here:
1) Licensing future release notes: We can start this right now by
saying the ones from now on will be cc-by and adding a little note at
the end to this effect. Just do this for the next one unless someone
who worked on it objects. And then continue to do it for future
release notes. cc-by seems fine from my pov especially given that the
dot uses the same.
2) Past announcements: We'd need the ok of the people who wrote them
for this. If anyone wants to put time into this please do. However I
have the feeling this is not a useful exercise at this point. (Feel
free to convince me otherwise.)
