As an active Wikipedia contributor, I may be biased but I'd prefer:

Place: Community Wiki.

Submission: "Steal" Wikimedia Commons' Upload Wizard 
https://commons.wikimedia.org/wiki/Special:UploadWizard
Make one of the choices "Propose official artwork" which automatically adds a 
template "Official artwork proposal" with Category:Official_artwork_proposal

Categorize and search: Create an "Official artwork" template for approved 
artwork (that template would add Category:Official_artwork to the file).

Use our forums for polls when in doubt.


IMO all that would be possible with minimal changes to our current 
infrastructure. As far as I can see, only the wizard needs to be added to our 
MediaWiki installation and a feature to notify a handful of users via RSS 
and/or e-mail of proposed artwork uploads and modifications to existing 
artwork files.
