Sounds interesting. As I want to survey KDE people for my diploma thesis as 
well I'm interested in your plans. Care to tell more about it?

As KDE is a loose group of people and there is not real authority who can give 
you the permission I'd say just go for it. But we could probably help you in 
how to best reach the people inside KDE but would need more information about 
your plans and surveys.
