Yes, in the U.S. I have experienced the response of CS professors that you describe in Brazil. Many of them have only a vague idea of FLOSS and little or no interest in providing anything for students. CS students however are running Linux (most commonly Ubuntu or Mint) on their own machines and may occasionally have access to servers with Linux. Not sure what the issue is. It appears that the universities I know about are more interested in putting out a mainstream product, using mainstream products and not so much interested in freely and openly educating people. Professors teach Microsoft; students buy Apple. I've had many hours of discussion with professors here about FLOSS. I am skeptical of any effort to try to understand them better. It would take a long time, generate marginally useful information and not provide much guidance about how to proceed with a program. All that said, I really like the idea and would support it. Again relating to my limited exposure to a handful of universities...no. I don't think that it would make as much difference as other possibilities (recruiting to Google Summer of Code, Season of KDE, Outreach Program for Women).
