I could help. I've done a reasonable amount of editing and writing in a
"professional" capacity. I'd also be interested in helping to formulate a
plan going forward.

When I started using Linux, I was technical minded, but commit digests and
things like that were of no real interest to me unless I was looking to see
if a big bug was fixed. There are gradations of technical prowess and
interest. If we find the right balance between technical prowess and
keeping it simple enough that most interested people can understand it
relatively easily, it could be very helpful from a number of different
standpoints.

My concern with Planet is that, from the first page, it's all even more
technical than Dot is. There is nothing wrong with this, but if we want
regular users to contribute to it, and to consume the content, we might
want to find some way to present the regular users (whoever that might be)
with content more in line with their level and interests. Some of the
content I see is really good, but the wrong great content is still the
wrong content.
