One thing I forgot. KDE e.V. board has absolutely nothing to do with
this, and you should not ask them for the statement. e.V. and the
board have no say in development of KDE software, they do not, and can
not (according to the statute) influence the development.

Each project has its own maintainer (sometimes more than one), its own
developers and they are the only ones that have _a vote_ when it comes
to that project.

Regarding Plasma, you already got answers from Marco Martin (I'd say
chief Plasma maintainer), David Edmundson and me (also Plasma
maintainers). And we said that we do not consider Neon to be 'THE KDE
distro'.
