The voting proposal was about whether Project Neon (also known as
Kubuntu CI) should be a KDE project? (paraphrasing the actual voting
proposal)

The 'board' message is easily interpreted as you have done. And I
would say that the politic-speak is not a strong suit of whoever wrote
that one.

From my point of view, (the good side of politicspeak) it just says
that we voted that a distribution is not an unwelcome guest in KDE,
gives a friendly nudge to the Neon team, and proclaiming that they
remain open to help during the incubation process (whatever that
means).
