As noted, the board can't really, as they are purely administrative.
best would be on the neon.kde.org.uk website itself?
better yet, when the project is announced on 
https://www.kde.org/announcements/ but the incubation period needs to be over 
(what's the ETA for that?)
just a couple of points to make really explicit:
* Is it the official KDE distribution? (no)
and
* are other distributions welcome to join as well? (yes)
