This is about communication, not control. It is important who sends a message. 
As you say the board is in a position, where its message is heard. It is the 
elected representative of the members of KDE e.V., who are the elected 
representatives of the community. It's the best way of communicating on behalf 
of the project we have.

Let's make use of this to explain how things are, so that we are in charge of 
what people think, not others.

The position of project maintainers is important especially for the actual 
work that is being done and planned. So they should speak, of course. But we 
can add to that by channeling the message through the board, so it's heard and 
understood by more people.

A key part of the purpose of KDE e.V. is promotion of KDE and its software. We 
are on the promo list here, we are talking about communication. We want to 
explain a decision KDE e.V. has taken. This clearly falls under the 
responsibility of the board. They of course won't do that without the help of 
others and hearing what maintainers and others think, but I have full trust in 
the board that they will sort out what the right message is.

Of course the board can't know everything, but they are at a central position 
and we elected them as representatives. It is our responsibility to make sure 
they know the key things which are going on, so that they actually can do 
their job. What we are discussing here is a high-level message, nothing about 
details of what the Plasma team is working on.
