We have tried hard over all the years and still are doing so to make the 
membership of KDE e.V. a representative core of the community. The KDE e.V. is 
the only entity we have which has a structured way of votes and elections and 
they elect new members. So while you are technically correct that it's not the 
whole community voting about the members of KDE e.V., we do what is closest to 
that within the structures we have.
