David wrote a blog entry last week, which contains a statement that sums our 
stance up nicely. Please feel free to quote this as the stance of the Plasma 
maintainers:

"Plasma is and remains distro-agnostic. It's in our interest to help all of 
our distribution channels. As long as distributions continue to keep up with 
the dependencies we need and work well with us, we support everyone as best as 
we can." *1

To my knowledge, this is how most projects in KDE understand the role of Neon.
