I guess this is a common type of misinterpretation based on one language being 
used by individuals with different language and cultural background.

In this specific case the use of "a" in "can have a distribution".

It doesn't mean that only be one single distribution can join but that 
distributions in general can do.

The KDE e.V. membership did vote on the question of whether a project that 
creates a disitribution could be a KDE project.

It did not vote on whether only a single distribution would be allowed to 
join.

I would have assumed this to be pretty obvious since KDE has never had any 
exclusivity rules, e.g. there a multiple media player projects who are part of 
KDE.
