It has always been the case that KDE projects work with whatever OSs they find most appropriate. KDE projects have always made source for multiple platforms as best suits that project. KDE projects have made installable binaries for Linux, Mac, Windows and Android. There are official installable images from Plasma such as here http://files.kde.org/snapshots/ and this has been the case for some years. But importantly KDE Frameworks, Plasma and Applications won't give special treatment to KDE neon just for being a KDE project, the Plasma maintainer wrote about that http://blog.davidedmundson.co.uk/blog/neon-and-plasma . I'm pleased to see openSUSE copy the idea behind KDE neon with its own installable images of KDE Git packages and even copying the name, it's very flattering to validate the ideas behind the project.
