RfCs on Promo's long-term goals

Hello,

To give a bit more focus to the promo team's activities, we need to discuss 
long term goals. There is a draft of of some LT goals here

 and your feedback would be very much appreciated.

These are *long-term* goals and are, therefore, necessarily lofty and vague. 
They can be boiled down to: "Increase the number of users and contributors in 
all areas".

It may not be useful to break them down into mid- or short-term, or more 
concrete goals within this task, although it would be good if these notes 
could lead to some more concrete shorter term tasks.

In the meantime, what we need for this task is see if we have missed anything 
and comments, corrections and suggestions for the goals we already have up 
there, so that is what I am asking for here: Add your suggestions and thoughts 
to the comments.
