Possible Dot story about KDE being part of GSoC this year

https://opensource.googleblog.com/2019/02/gsoc-2019-organizations.html has
some great stuff in it; we may want to embed that video and use the GSoC
logo from it.

In addition, we need something like:

The KDE Community is happy to announce that we have been selected to
participate in Google Summer of Code. This will be our for the 14th year of
mentoring students! Prospective students can find our GSoC page here:
https://community.kde.org/GSoC. Please note that your project proposal will
need to link to some commits to the KDE codebase, so get started now fixing
some bugs!
