Looks like you are using a crippled gwenviewui.rc which is missing the "Plugins" menu. Quit Gwenview, then remove ~/.kde/share/apps/gwenview/gwenviewui.rc if it exists. If it does not, download the original Gwenview archive from [1] and replace the system gwenviewui.rc file (probably found in /usr/share/apps/gwenview/gwenviewui.rc) with the one from the archive.
