I used the word "started" by intention:
 1. Most of the desktops (KDE/GNOME) are translated by upstream
    (e.g: Diego and his merry band)
 2. The problem is that RH/Fedora specific code didn't have a translation
    team until several weeks ago (although I found some sporadic code that
    was translated by various people through the years).
 3. If you are interested, have a look:

 4. As I also mentioned, we got some translations for "Fedora-specific"
    programs from Ubuntu folks. I'll use this chance to thank them again.

The ESD/ARTS idea isn't crap, it's the implementation!
Let's illustrate the value by a fairy tale:
 * Alice is working on her desktop, listening to a Pink-Floyd oldie.
 * Bob ask her if he can borrow her screen for a moment, as he need
   to review an important mail before the meeting and his laptop is
   in the locker in the other building.
 * Alice switch quickly to a new login (without logging out) and tells Bob
   that while he handle his mail, she will go for a coffee break.
 * Bob logs in, open his mailbox and see a VoiceMail notification.
 * At this stage, the system is already silent, since PulseAudio
   got notified about the VT switch by the ConsoleKit.
 * Bob clicks the .ogg attachment and hears the message instead of
   getting the familiar "Permission Denied" he used to get before
   PulseAudio.
 * Alice returns, see that Bob is still busy, so she tells him:
   "Don't worry, you can keep working. If you can just let me
    get to my desktop for a second, so I'll see if the OO.o compile
    has already finished"
 * A quick ALT-F7 (or a menu shortcut) and Alice returned to her desktop
   with the music and all. She type the screensaver password, checks what
   she need, stop the music, lock here screen, switch back for Bob and
   goes away for lunch.

[All that time Eve was crunching SSL keys in the background ;-]

I already installed the F9-Preview about two weeks before release:
 * The limitations were known and planed for. E.g: since kdepim (kmail,
   korganizer, etc.) wasn't ready for 4.0, the Fedora KDE team packaged
   kdepim-3.5.9 (with all deps).
 * Most technologies that went into Fedora (and RH before that) were
   "not ready for users" when they were introduced:
   - glibc (threads) in the 90's.
   - NPTL (including backporting some parts into RH-9 2.4 kernels)
   - SELinux
   - NetworkManager (Feodra-7)
   - gcj and Eclipse on gcj (before Sun released OpenJDK)
   - And OpenJDK now.
   That is intentional. Exposing these technologies to a wide
   audience (millions) surely helped them mature very quickly.
   It didn't prevent many users (including me) to use these tools happily
  (with very minor glitches from time to time).
 * Just like you, I'm sure KDE-4.1 is far better than 4.0. Thanks to Fedora
   early addoption I know I'll have it in F10 (~Sukot), and there's a very
   good chance even F9 would get it as a daily update.
