I guess Diego can be a little more accurate, but what I understand from the 
list is that Hebrew just made enough translations to be an official language 
a few days ago -- which means it is official for KDE 4.2, and at best 4.1.3.

Ubuntu is going to ship 4.1.2,  where Hebrew is not official.

Oron's message was about Fedora, not KDE, and so would have little relevance 
to Ubuntu.
