I guess Diego can be a little more accurate, but what I understand from the list is that Hebrew just made enough translations to be an official language a few days ago -- which means it is official for KDE 4.2, and at best 4.1.3. By Harald's comment https://bugs.launchpad.net/ubuntu/+source/kdebase-runtime/+bug/280724/comments/5 Ubuntu is going to ship 4.1.2, where Hebrew is not official.
