1. (as root) locate libhal.la -> if that shows you that you do have the file on your system, is it in /usr/lib/? if not - try this (again, as root): ln -s /the/path/to/libhal.la /usr/lib - and then try to recompile the plugin; 2. if the file is not there, try searching http://www.debian.org/distrib/packages for the libhal.la file and install the package that contains it; afterwards, do instructions in 1. again.
