Debian removed /usr/lib/libhal.la from the packaged version of 
libhal-dev a while back, so I'm recompiling hal with 
debian/tmp/usr/lib/libhal.la added to the debian/libhal-dev.install file 
in the Debian hal source and running

debuild

and

dpkg -i libhal-dev*.deb

on it.

After that, k3bmonkeyaudio plugin built and installed with

checkinstall -D make install

run from the directory where the k3bmonkeyaudio plugin source was,

and k3b recognised and used the plugin.
