Authoring a Video-DVD

How do I author a video DVD, playable on my TV, from video files on my hard
drive?

   - What formats of video can be used?
   - How do set up a menu? (I will be burning a disk with 50+ short
   files. I don't need pretty, graphical menus but I must have custom,
   multi-level arrangement. A single, flat list will not do.)
   - How can I create playlists? (i.e. A "Play all" button for all 50
   videos)
   - Alternately, how can I merge videos into one, continuous video and
   add chapters? How do I then add a chapter select menu?
   - Anything else I should know? (I've never done this before; their
   will be problems I don't know of yet. If you can guess and answer them
   now it will save me another round of posting and waiting for a response.)
