Probably because no one's bothered to package/maintain it yet.  Any
takers? :)

In the meantime, since Fedora doesn't ship any k3b addons/plugins, and to
simplify packaging/deployment, I believe we(fedora) currently disables
the -devel portions of k3b's packaging, which is probably a source for
failure here.
