What you want can be done by going to the Settings menu, then "Configure
K3b..." which will open a window at "Misc" settings.  At the bottom is a
pick list for "Default action dialog settings:"  Change this from
'default settings' to 'saved settings'.  Now, whenever you open a Burn
dialog it'll load your preferred settings, not the defaults.
