I've updated http://techbase.kde.org/Policies/Licensing_Policy with the version at http://techbase.kde.org/Policies/Licensing_Policy/Draft

This adds permissions to use GPL 3+ files in source code.  Any
repository which uses this must be clearly marked with a COPYING.GPL3
file in the top directory.
