Unlike kdenonbeta, the applications in kdeextragear are maintained, and unlike kdenonbeta, there is a limit on the number of applications in each kdeextragear module. I think that those two factors are sufficient to prevent it from becoming a mess. For comparison, k3b in kdeextragear-1 has 234 source files. The number 500 is of course rather arbitrary, if people prefer to have many seperate CVS modules one could put the treshold at 200.
