Inactive ToDos

Hello,

I can not understand what is inactive ToDo.
I was sure that inactive is a ToDo, which start date is in the future, but 
when I try to filter-out "inactive ToDos" they are still displayed.

My goal is to exclude the ToDos with the start day in the future from the 
currently displayed list of ToDos.
