If / is totally full then /tmp which is usually on the same partition 
(or volume) as / is also totally full. This would easily explain the 
random crashes of basically all KDE applications since they need to be 
able to create certain temporary files.

17 G is really a lot of space. My / is 20 G but only about a third is 
used. The rest is free. Maybe some applications filled up /tmp with huge 
temporary files. I suggest to delete everything in /tmp. /tmp must not 
contain any important data so it is safe to delete its content. 
Moreover, you should setup your system such that /tmp is always cleaned 
up on reboot. (I thought this was the default behavior on Debian. 
*shrug*)
