Alternatively to using Reply after setting up KMail as proposed by Garry you 
can also simply use Reply to Mailing-List.

If you want to quote text from a message you are not replying to then you can 
use "Paste as Quotation" (in the Edit menu).

If you want to mark some already pasted text as quotation then you can use 
"Add Quote Characters" (also in the Edit menu).
