JVM weirdness - "JVM does not support SVG"?!?

We have been having a weird problem with our CRM product on a customer box: it seems that out of all the installations that use the Web interface (which runs in Tomcat), ONE of them is unable to serve charts in BIRT reports. And our Tomcat specialist just analyzed some data I was able to collect over the past few days, and came to the conclusion that their Java 8 JVM (WRKJVMJOB shows 1.8.0_211, 64-bit) somehow "does not support SVG."
