system start up. The server code listens on a data queue. Native code would 
then send a message to the server via the data queue and get it's response 
there.

that's what AppServer4RPG is made for. It's an open source framework and 
handles the communication between the native (rpg) world and java, is 
multithreaded, provides session context. It's extendable by  implementing 
EventHandlers. Have a look at: https://sourceforge.net/p/appserver4rpg
