stay away from politics as it got me into trouble the last time I expressed a
view about it on a Delphi list.

Thank you for the criticism and I will share it with Steering for their
consideration. It has been some time since we first developed these procedures and
perhaps it is time to take another look. I think the intention here was that
people on Steering would be in a good position to know potential candidates
and the work they may have done in the project. There may have been a concern
about someone outside of the project who knew little about it taking on this
job. Also, the job entails working with all of the others on Steering, leading
discussions, doing polls, and so on. So, having at least some support on
Steering makes sense from that point of view. Finally, this is not a provision
that we have necessarily always followed. I am not absolutely certain of that.
