The situation with Microsoft is more complicated anyway, since when you
download the headers, you have to agree to an EULA, which might specify
extra limitations on top of the annotated copyright in files.

Microsoft is in practice quite lenient with licenses of headers though,
unless you try to build paralel implementations of Windows functionatlity
with it (think Wine, Samba, Groupware eqs etc)
