I don't know that much about web enabled applications but Kylix and Delphi 6 Open Edition can be used for database work. It simply does not come with Borland's components for such. Please check out http://www.zeoslib.org for open source database drivers. I belive that you may also have to load freeclx for it to work but it can be done.
