Scrollbars

I have designed my application on a 1024 x 768 setting. A user trying
out the application on an 800 x 600 setting has reported that parts of
the GUI are not visible but there are no scrollbars. The default setting
for VertScrollBar and HorzScrollBar is Visible = true, and I haven't
changed this. So why aren't there any scrollbars? WindowState is
wsMaximized (but wsNormal gives the same result), Position is
poScreenCenter (but again poDesigned gives the same result), the form
consists of a panel that is left aligned and a page control that is
client aligned.
