Lloyd, Topaz provides for complete regeneration of the data base and index files if they are not present when you run your program. Since ZAP is supposed to completely empty your file, deletion and regeneration will accomplish the same end. With your TTzDbf icon selected in the Object inspector, set "Create if not found" to "True", and "Create Index" to "ci NotFound".
