The database must be active AND exclusive for ZAP to work.

Are you defining your indexes in program code or are you using Delphi's 
Object Inspector to define the indexes?  I had lots of problems using 
the Object Inspector and switched to defining all my indexes with code, 
but I'm also using MDX's with TAGS and not NDX's.
