Could it be as setup to use a wireless connection (wireless LAN) using
special antennas? Here in Holland a group has connected the city of Leiden
using these cards and antennas (www.wirelessleiden.nl)

You could consider building your app to a 3-tier solution, eg using KBmmw
(www.components4developers.com) but probably a better option then would be a
full reengineering, unless one of the other Topazzers gets a better idea :)
