 I use Mapi in one of my apps to do this. It uses the standard mail client
that is installed on the system. Advantage is it always works if a mail
client is installed.

You could also check out Indy and create a mail system yourself. In that
case you don't need a configured mail system, but you need to setup
serversettings and accountsettings.
