[dylan] Formatting of license and copyright info

Hey all,

Since I'm working on getting licensing status into good shape for a number
of libraries (both existing ones and a number of new ones that I'm working
on), I'm hoping that we can agree on a good way to do this so that we're
consistent from project to project. Ideally, this will also have tool
support in the future.

OpenDylan itself has 3 lines in the header of every Dylan file:

 * Copyright
 * License: Pointer to License.txt.
 * Warranty

In a number of things, I've just been putting a single line in each Dylan
file:

 * Copyright: Pointer to the license file.

In a typical library, I'd like to just maintain the copyright and license
in a single file rather than each. Honestly, I don't recall what the legal
best practice is in this area (are per-file copyrights ever required?).

In the future, I want some licensing metadata in the LID file for use by
tools, but I don't think we're there yet.

Anyone have opinions on this, strong or otherwise?
