ANN: OP Command Line Parser 0.9.2

Hello everybody,

I have updated the OP library for command line parsing. The new
version is 0.9.2.

The major changes are:
- Removal of agents
- Redesign of the parameter passing mechanism
- Beautification of the code

The library should now work with any Eiffel compiler that is supported
by GOBO.
