problems building for AIX without gcc

In trying to build Hugs using
<http://cvs.haskell.org/Hugs/downloads/Nov2003/hugs98-Nov2003.tar.gz>
hugs98-Nov2003.tar.gz on an AIX machine without gcc, I get many errors.
I've attached a sample of some of them.  Any ideas?
