Shriram is right. One organization sharing this (IMHO unfortunate) view
is ACM SIGPLAN. SIGPLAN's official republication policy is on the web,
which extends ACM's policy:

Here are the relevant sections for this discussion:

* The requirement to disclose prior publication or presentation applies
to all workshops and conferences with an electronic or paper proceedings
that is distributed or generally available outside the workshop or
conference. Prior presentation of a paper at workshops with no such
published proceedings will not be considered, and need not be mentioned.

* If a paper has appeared in a workshop with published proceedings, and
this has been properly disclosed, factors such as the following will
generally cause program committees to give less consideration to such
prior publication:

    * The workshop call for papers clearly states that it is not
intended to replace conference publication.
    * The proceedings are available only electronically at a site other
than an established digital library.
    * The original proceedings are not easily available, are not
expected to be easily available in the future, or were published in a
language other than that of the conference (i.e. English).
    * The workshop was aimed at a geographically limited audience.

I'm paraphrasing Kathleen Fisher: the rule of thumb is that if you want
papers at the workshop to later be able to appear at conferences, don't
put the papers in the digital library.
